The successful candidate will be responsible for coordination of all procurement activities related to the company's future offshore operations. Will provide expertise in competitive bids, contract negotiations, contract management, hiring of services, equipment and temporary consultants. Will be responsible for establishing the framework for offshore rig contracting as well as identify rig-sharing opportunities between Company's assets and/or its partners. The Procurement Lead will be involved in the following tasks: 1. Evaluate existing organizational capability for offshore procurement functions, indicating necessary improvements and additional structural needs. 2. Work with the existing teams in Houston and abroad on the procurement processes for drilling rig, well engineering and G&G services, long lead items and other equipment and technical consultant services. In this capacity, the Procurement Lead will, under the supervision perform the following tasks: a. Review procurement procedures; b. Review procurement schedule; c. Review vendor list including prequalification of new vendors; d. Review technical inquiry documents and prepare additional terms and conditions, if necessary; e. Review Recommendation of bidders and report to the project manager; f. Follow up the status of inquiries; g. Review bid comparisons; h. Review applications for purchase authorization; i. Review requests for purchase; j. Monitor vendor document status; k. Review material status reports. 3. Responsible for follow up of competitive bids results making sure that purchase orders are released and received by vendors on time and that goods and services are delivered on a timely manner. 4. Identify and assist in recruitment of additional procurement resources. 5. Establish international rig contracting strategy including evaluating rig-sharing opportunities between partners. 6. Peer review and peer assistance on procurement matters. 7. Adapt existing and develop new offshore supply chain policies, process and procedures. Identify requirements for long lead items and long term service contracts.
